First of all, for stagflation to occur you need inflation which is not caused by the process you described.
Second, business WILL hire because there is immediate work to be done. If the government says, we need a school here, then they hire a company who needs to employ people to work on the project. It doesn't matter if they think the stimulus is helping or not. Clearly you don't understand what government spending does.

Its a hyperbole to make a point. And just because you pump money into the system doesn't mean that businesses will start hiring. They may think the stimulas is not helping, causing them to delay employing people, which will ruin the deficit and increase unemployment even further. STAGFLATION will occur.

If you study macroeconomics, you would understand that the best thing a government can do in a time of recession is to run at deficit. Government spending needs to increase dramatically to fund projects that will give people employment and to stimulate business. If the gov't doesn't do it, no one will. And Marxist?
