Canada's head of state is the Queen, and under the Queen is technically the Governor General, Michael Jean (Haitian). Stephen Harper has hardly any power these days.
Queen Elizabeth has no power over Canada; she is simply a figure head. The governor General, who represents the Queen, has no power, they usually just go around having cups of tea with people and other diplomatic duties. The Canadian government makes the legislative decisions in Canada.
